Yeah, they're a different type of seal, just means it's a one piece top and bottom now.
Like every bath waste fitting, if the bottom of the bath has been finished nice and flat and clean then no real need for anything. If, like a lot of acrylic baths these days, where the surface underneath hasn't been flattened and squared off properly, then always good to add a little silicone just to take up any of the imperfections.
Any time silicone is used then don't overtighten the main nut, as the silicone can act as a lubricant and overtightening can squeeze the seal out.
The top washer don't really do anything anyway apart from smooth the gap between the flange of the waste and the waste recess on the bath and makes the waste fit better. The wet seal is all done by the main washer underneath.
Don't really need anything there TBH but I just use the gap washer as it makes it easier for the next guy to remove the waste.
Yes - again if the bath is acrylic and the section underneath the bath has been planed/buffed flat then a little bead will help to take up any imperfections.
