rubber washer bath waste

if the top washer on a bath waste is rubber do you use this and add silicone. Or not use it and use silicone instead?
 
Do away with the washer and use silicone.

Washer make the flange stick out a bit and leave water around.

I use good old plumbers mait... And only the rubber or plastic washer that goes above the back nut... Never fails ;)
 
If you want to use the top washer too Tom then fire away, apply a small amount of silicone either side of it prior to fitting.
