The Permanent Live to the fan should come from the Feed terminal, and
the Switched Live to the fan should come from the Load terminal.

The Neutral of the Feed and Load cables should both be in the Neutral Load terminal.

However, because the Neon stays on all the time, it would appear that you have the Feed(supply) cable and Load cable the wrong way round.
