I deleted my reply, because you changed your post!. This mickey mouse forum doesnt allow you to just delete something, you have to type at least three characters.
Sounds like the neutral is there. Double check between switched live and neutral and make sure u see live go on and off.
Permanent live and neutral returns 247v
Switched live and neutral returns 0v when switch off.
Switched live and neutral returns 247v when switch is on
Sounds like the fan is knackered then.

Its a brand new fan as well, bought it as the previous one we inherited didnt work either
