Battered cars (not the deep fried variety)

In recent times I can't help but notice the number of cars (new and old) with scrapes, dents, crumples, cracked bumpers, missing mirrors etc.

Are these cars uninsured so the driver can't claim? Or are they too scared to claim because of rising premiums? Or do they simply not care?

i havent seen many to be honest, not like paris, every other car as a minimum has dents in
