Divertor valve passing and allowing the heated water that is ment to be heating the HW heat exchanger to go into your rads.
A replacement diverter is req'd, in the mean time, shut off the flow and return isolators underneath the boiler, this will force the primary water through the plate heat exchanger (and bypass), preventing the rads from heating.
