user cross thread posted as shown above that the problem could be my isolation valve ive had a problem with this component a year or 2 ago when I had it repaired so im thinking if this can cause the issue this will be the problem.

Ha ha ,bit cryptic !!
I would expect a restriction in the return filter would give symptoms on the overall system ,not just specific rads on ground floor.
When you turned off upstairs rads ,you said the downstairs ones still didn't heat. The heat generated by the boiler has to go somewhere ,and with no rads heating up ,what consequence did it have at the boiler ?
