Baxi duo tec 28HE temp regulating problem

Hi

My boiler has just had a new heat exchanger and has now developed a new problem.

When it reaches temperature it regulates the temperature but at 3 second intervals. This means it comes on and goes off every 3 or 4 seconds.

This must be putting wear on the system and cannot be correct.

Anyone any clues as to what may be wrong?

How long since the heat exchanger was changed.?
Why was it changed?
Was it the main one or the "plate" = hot tap water one? (shiny flat thing)
Was it full of dirt?

Did the new problem happen suddenly?

The HE was leaking so needed replacing. It was the big circular thing and I have no clue as to what it looked like! The part though cost over £200 if that helps identify it. It was changed last week following an E133 fault that turned out to be a sensor (ion sensor I think).

Any clue there ??
 
Also....... I notice that the hot water seems to be regulating to 50 degrees rather than the max of 60 degrees when turned up full belt. It will not go higher.

Are these linked do you think??
