Baxi solo 15 HE - not firing up, light pattern not listed in fault codes?

Hi, new here, moved into a house last year and have been learning a bit about the central heating as it was a bit of a mess when we got here. Replaced the water pump, cleaned out the magnetic filter etc. Boiler was ok.
The heating and hot water's not been on in months. Put heating on the other day and the water pump was ticking, took it off and freed it up, all ok now.

But the boiler doesn't seem to be starting up. There's 3 lights on the Solo 15 HE and the combination of lights flashing isn't listed in the error codes in the manual or online. As the heating comes on the Mains On light is solid green, then after 30-60s there is a tick sound in the electrics box lower RHS and the LEDs from L to R show: Lockout Light - no light; Boiler On light - green flash; Mains On; green flash.

Any tips, does anyone know what that light combo means? Thanks.

It's Off-Flash-Flash rather than On-Flash-Flash - it could be that the red lockout light on the left is faulty and it is the Dry-Fire section of the fault list, I don't know how to check that possibility though.

Sorry, I misread, I’m not entirely sure then.

Probably flow switch stuck in the no-flow position, can be checked by bridging it out purely to test, it mustn't be left like that.
