Baxi Solo 15 HE

My Baxi Solo 15 HE displays the following error code:

Lockout Light: Flashing
Boiler On Light: Off
Mains On: Flashing

According to the manual this means "Low Electrical Supply".

I have measured approx. 240V at the boiler input when HW or CH is requested by the programmer.

The boiler is 7 years old, and was working fine, although I have had problems with the motorised valve.

Hope someone can help,

Doubt it's a voltage problem. PCB more likely.
