Bay damp at floor level - possible causes?

Just to update, having monitored the wall/floor junction for over a year i now suspect condensation after all. Black mold on the bricks, and 'damp' pattern unrelated to rain but will appear for a day and then disappear when the outside temperature is changeable.

In fact ive seen it bone dry consistently during extended rainy periods and damp during extended dry periods, so am quite sure -now - that it is not related to groundwater levels or water ingress.

Does my conclusion seem sensible? Any opinions appreciated, thank you.
