Bay Window Curtain Pole

Hi

I am tring to put uop a bay window curtain pole and every time I try and drill into the wall just above the frame, the drill firstly hits about 25mm of plaster and then nothing - its just hollow. The plaster crumbles as well so I have problems getting any rawl plug and/or screw to secure the brackets.

Any ideas as to what I could do (or why there is the hollow "bit"?!
