Bay Window Movement

Hi,
Receny has a survey done on a house and it's been noted that there is structural movement on the front bay window with a cracked stone cill and movement to brickwork. Is this a show stopper or a negotiation tool. Looks like it's been like that for a good while with paint showing in the crack.

Is it full height bay or just ground floor? If ground floor then probably negotiation tool, if full height then could be a bit more serious. Don't believe anything from householder about its been like that for ages etc etc- they would say that wouldn't they?
