Why can’t a property be left empty for 2 years ? Council tax will be getting paid.

Because the UK needs housing for those who need it. There is no excuse for homes to remain empty for over two years, with no good reason.

If somebody legally owns a house and choses for it to stand empty for a period, surely that's their right. For the state to seize it for their own purposes is a little extreme is it not.

It has been used for things like absentee landlords or deceased landlords where properties lie empty with no chance of being let again.

It isn't routinely used just because a property hits a certain time of being empty.

Again, it's just a newspaper article for now, we can all see the actual legislation if it happens.
 
They already have the power via EDMOs, but with restrictions.
Removing those is just silly:
What if a person is in a care home and hopes to get better, what if a person has died and the executors are looking at the timing to market the property, or even taking time to clear the property.
What about a person working over seas or travelling?

These are all valid reasons for a property to be empty and allow exemption.

It has amazed me how easy it is to turn a property from residential to non-residential and claim full council tax exemption. I was encouraged to do it by my local council ::oops:

They wouldn’t even mention changing it unless it’s going to used in the future.

As I’ve said, 6 months empty is nothing, there’s no way in the world it should even be a news paper article, let alone be up for serious discussion.
