beam and block patio base

I'm about to start a building project where planning has been approve for a 4 bed house. The site is sloping and I want to make a patio base approximately 11m x (Width of the house) 4m consisting off subwalls and then a beam & block surface to then put paving slabs.

I want the option of being able to have a usable outside area if I then don't have the money to complete the paving at the end of the project. I also don't want to have to build up the land.

Are there any planning issues I need to consider? I can make it the patio area so it isn't actually attached to the new build structure.
