Best way to clean this scummy tap?

The tap in my bathroom looks to be covered in limescale and has been since I moved in. It doesn't look very nice. What is the best way of getting rid of these stains?
Also, should I clean/replace the plastic part inside the tap and how would this be done?

Wrap tight in a rag and soak with vinegar , cheap and effective, will need leaving in soak at least 24 hrs with heavy lime scale, don’t allow rag to dry .
 
go to your local supermarket

ask for directions to the "bathroom cleaners" shelf

pick up a bottle

Usually it is enough to spray on, wipe off with a rag, rinse, dry. If yours has been neglected you can scrub it with an old toothbrush.

It will also help keep your basin and bath clean.
