Best way to clean up an old rusty vice?

Brass is mostly copper.
Acids, and some polluted water, weakens brass by dezincification.

There is ( was?) an alloy called Marine Brass, which included some tin so was a sort of bronze.
 
Hammerite used to be good stuff. Now, by law they have now banned some ingredients and it's crap
Depends on what you want. I painted my rusted door thingy and function-wise it's OK. The finish is cr*p. I used ultima flat white. It cannot handle rust. I had to convert the rust first. The paint is tough enough to withstand abrasion from the sprung door latch to some extent. I find it acceptable because who really looks at it? Once protected, the metal will last forever.
