The gable masonry would normally be built up to just below the rafter. Nothing else is required
 
Just below the top, so the gable noggins are properly built in and there’s no visible gap after the barge board is fitted

Can some insulation matting go in here to sit flush with rafters?
Yes. It won't matter if the felt presses down onto the inso'. However (as said) it is crime punishable by death, if you allow any masonry to peak past the top rafter line.

Brilliant cheers. Think the bricky was in a rush yesterday and could have done a bit of a better job but think it's fine. As long as it goes past where the soffit board will sit and supports underside of ladders.
