Pete. These are the photos that I was trying to direct you to earlier.

The first picture (420)shows the general arrangement with the blue MPA and the silver Honeywell Motorised valve above it.
The closer view of the MPA (428)shows that the Valve position indicator is actually against the wall and cannot be viewed.
The final picture is of the Honeywell Zone Valve.
As I was trying to explain, I've only been in the house since Aug last year and not sure the heating has ever worked properly in the time I've been here.
The MPA is hot at the feed to it and the branch to the left goes to the rads which are working fine. The branch to the right goes to the water cylinder via the Zone valve but either the MPA or the Zone valve is not working properly because the leg to the water cylider is cold - when both CH and HW are programmed to run.
I cannot view the the valve position indicator as the way the MPA has been installed means that it is up against the wall.
Should I just cut my losses and replace the MPA. If so, how can I mount it so that I can see the valve postion indicator in the future??

I would try, move the Honeywell manual leaver to the open lock position then release, does it run back?
Also, have a look at FAQs Boiler & CHeating No.10

Pete. Thanks for putting up with me. The Honeywell valve has run back after moving it to the open lock position but did not do it striaght away?
Maybe I had not created the right conditions.
Even so, no hot water appears t be getting past the MPA and onto the Honewell valve as that leg is almost cold uner all conditions.
 
Ok, so let's move the leaver and latch it into the open position. Now double check that the hot water stat on the hot tank is at say 65, move it slowly, can you feel it click as you move it up and then down .
So now that it's set, fire up the boiler. Soon you should feel the hot water running through the pipe and into the hot tank. (Can I take it that you have bleed the bleed point I can see) if this works, the problem points to the Honeywell
The test of the stat is a quick diy simple feel, hear test and to ensure that its set at 60c.

I've latched the lever into the open position but the bit that I can't work out is where is the hot water stat. There are two stats in the bootom of the tank behind the plate that gives you access to the immersion heaters - are theses the ones you are referring to as I can't see any other stat on the tank anywhere?
The tank is an OSO Indirect 20 RI. I bled the bleed valve on top of the stack just behind the Honeywell valve and just a small amount of air came out.
I've fired up the boiler and the same happens. The leg to the hot water cylinder remains cold even before the Honeywell valve.
