my boiler is a biasi 24s about 11 years old, I have changed dhw diaphram but when I run the hot water tap the boiler fires up for a few seconds then shuts down and carries on doing this therefore the water goes hot and cold not reaching its max temp

Sound like the plate to plate heat exchger to me.
Is it replaceable part and how can u test it

Yes it is replaceable but would consult a pro usually cause by debris and crud in the boiler heating circuit so would advise a chemical flush on it after the new part is fitted and a inhibitor once the flush is complete, you also have thermistors on the boiler that could be junked but again to teat would need a pro to test the exchanger you need to measure the heat rise accross the flow and return.
