Biasi M90E 24S hot water problem

I have a Biasi M90E 24S, the hot water is not working as boiler does not fire up when tap turned on. If I turn on the heating and let the boiler fire up then turn on the water it will flow hot. But if I turn on the tap and let the water flow cold then switch the heating on the boiler will not fire up until tap is turned off. Someone said it may be a flow switch sensor or something?
 
If the boiler makes a little noise when just a tap is turned on but does not fire up then the fault is likely to be the pump proving switch is not being ativated by the operating pin.

Unlikely to be the Hall effect sensor in this case.
