Biasi Riva Combi Boiler "Water waster"

I find my combi to be a big water waster particularly when used with out the heating.
When the boiler is cold it takes a minute of running cold water before hot water is at the tap. Waste is conciderable at about 2 gallons each time.
Is this typical of this type of boiler?
The pipe run is under 3m. The water pressure good. Boiler is serviced. The boiler fires up almost immediately the water is turned on.
Is it worth doing any thing to the boiler?

with CH cold, run the hot tap and, while doing so, feel the heating flow pipe - if its getting quite warm the diverter is passing and you're losing HW to CH.

i would have the bp and gas rates checked by an rgi if all ok check the dhw thermister and plate he for problems
