bill for job

I hvae just had a bill for a Bathroom job which was undertaken in January 09.

The sparky didnt enclose a testing certificate do i pay him?
 
Rather a long time between completion and a bill - over 6 months, I wonder if there are any rules as to how soon someone has to bill you...

As for the fact there's no cert, if the electrician is registered with a scheme provider, I would complain to them, as I believe all the scheme providers require their members to issue certs regardless of whether they are paid or not. If he isn't registered with a scheme provider, then it would be worth verifying he is in fact qualified, as if not then you should report him to trading standards.

Also, even if he is qualified, if any of the work was notifiable under Part P (see the wiki for details), then you need to verify if this was done...
 
Was it part of the agreement that his work would comply with BS 7671?

If so then he hasn't finished the job, so why should you pay him?

They can bill you whenever they like. They have six years to pursue a debt in a court. If any legally required certificate hadn't been issued then how is the electrician going to prove he had done the work :? I wouldn't pay until the certficate had been received and I very much doubt a court would required you to pay without one.
 
well he did some work in the bathroom, wired in a electric shower and he completly rewired the kitchen that was in jan 09 as i said the bill hit me today with a feb date on?????????

I sort of caught him out i had just passed my 17th when he did his work and he wasn't even going to put a rcbo in the board he did eventially as a main switch and not just the circuits.

He told me he had done the testing but nothing as of yet.
 
Don't pay until you have it in writing that you will be getting a cert or see some evidence of test results.

Personally, I don't release the cert until the customer has paid, but this is stated in my T and C

So this work needs to be notifyed to the local authority?
Yes Unless electrician can self-cert,
as sparkybird said it would nice to see test results prior to payment but this doesn't verify that you will receive certs.

I think the problem here is the length of time between work complete and bill, you'd expect certs to be available now.
The electrician may have perfectly good reason for late bill and reason for no certs yet. Ask them

I find that worrying - if dated Feb it should have been sent to you in Feb or is he going to start the "pay up now routine" claiming you have had the bill since Feb and it is over due.

Keep everything in writing as far as correspondance with him is concerened just in case you need it later on.
