Bitumen tile underlay query.....

I wonder if someone would be kind enough to give me some pointers. My 1970's house has a low slope roof which is concrete tile over a bitumen type underfelt. We have been getting some slight water leakage through the roof and I have noticed that the underlay is sagging 40 - 50mm on the lower sheet of each lap joint - wide enough to see through the gaps in the tiles. When the wind is in the N/NE/NW quarter it blows through quite strongly and I assume could drive rain through in such circumstances. I was considering the use of an adhesive to reduce the size of these gaps - any pointers or alternative suggestions would be very gratefully received. Many thanks..
