Black strip outside house

I am getting the front painted and cleaned and was wondering what this is? The cables behind are cut and there is nothing coming into the house from it. I’m guessing it was NTL/Virgin? I am just slightly weary of removing it as it’s coming from underground! Thanks in advance.

If the cable is already cut then I would expect it is safe to cut it back further BUT it would be advisable to, at a minimum, use a volt pen or multimeter to confirm that it is a coax cable
 
It's probably a Siamese coax/telephone cable and if it is cut just remove the capping off the wall and coil and tape it up. If you do ever decide to have Virgin if it is a cable tv feed an installer can install an omni box on the wall.
