blistering paint

One of our rooms (no outside wall) was repainted (matt finish) a couple of years ago by a professional. The original wallpaper was removed, although I do not know how as I was not there to see it done.
Over the past 3-4 months, the paint has started blistering. It is not in one particular spot but pretty much random. Blisters are about the size of a 50p coin.

Any idea what might be causing this?

We are going to have to redecorate... anything we should do to prevent this from happening again?

Was the paste residue thoroughly removed prior to painting?
In any case youll have to scrape off the loose/blistered paint and skimm those areas with filler or if extensive then line the walls before emulsioning
 
I can't be sure whether or not it was removed, although it looks like it was.
Even if it wasn't removed properly, should it blister such a long time after painting?
