Blistered bathroom ceiling paint

I recently repainted the ceiling in our bathroom and after a couple of weeks a couple of 'blisters' started to appear. The paint just came away in the end and it was left looking as it does in the image. I am guessing it has something to do with damp(??) What can I do about it? Can I just deal with the these patches with out having to repaint the entire ceiling?

You will need to see if there are more loose areas.

You 'can' just patch the bad areas, BUT you will probably see the patches when it's all finished, so best re-paint the whole ceiling after the repairs.

Theres no other areas that are like this. Would I have to treat the patches befoe painting them?
