Blocked downpipe turns out to end 5" below ground not connected to anything. What should I do?

You only need to remove the damaged section of the downpipe, if need be cut it off clear of the break, rather than remove at a joint. You are going to have to remove it at the bottom where it meets the drain anyway, so you will have some vertical movement below.

Might be worth you looking into getting your gutters cleaned professionally, there are people with high reach vacuum cleaners now that clean gutters from ground level, an annual clean may be more than sufficient to prevent build up of detritus.

The Wickes vacuum is more than capable of removing silt and debris from drains and gullies, that is exactly what I bought mine for!

your info and pics are confusing - i advised you assuming we were still on page one.
to inspect an aging CI RWP its best practice to bring it down for a thorough inspection.
inspection is the key - not just replacing the bottom 4" and later finding further damage higher up
