Blocked outlet on cistern

I have a fairly new secondhand toilet I'm going to install.
Looking inside the cistern, though, I see this:

It seems the overflow has been masticked closed.
A bit weird. If I unblock it, am I likely to have problems?
My guess is that for some reason the cistern water level is somehow set above the overflow height and rather than replace the flushing system they've blocked the outlet.
Does that look like it to you?
Is there likely to be an adjustment, or do I just replace the flushing system?

The siphon may have been replaced with internal over flow type .hold down the inlet valve to see if water flows into pan

If it`s not installed just fill it up with water above the pipe.

You may well ask. But then you may not have a wife who wants a house built, but insists on saving money EVERYWHERE.
The toilet was taken out of a relative's bed and breakfast and was virtually new.
Frankly, I was kinda hoping the problem with this cistern would mean getting a new toilet......
