Blocking a toilet cistern ballcock

toilet cistern in the house that is filling very slowly as a result of a small leak in the outlet.

I want to stop it filling and so have jammed the balcock lever shut with some string and a piece of wood laid across the top.
I am not sure if this will be 100% watertight.
Can I remove the fittings inside the cistern and replace them with an "end"?

I have a photo or two.

Easier to just repair the valve. If that toilet is not in regular use, it will need to still be flushed regularly to maintain the water level in the trap.
Actually I think the ballcock is holding the water out now .When the outlet from the bowl dries I can probably fix the leak and then release the ballcock.

The leak is stopped now but I will have to repair it.

When it dries out pour some water into it
