Blocking up chimney

Wondered if you could advise me on this...
I have an open chimney which is terminated in the loft and has an electric for (2kw fan heater built in) in the lounge. The problem is that a lot if heat seems to get lost up the chimney, drafts come down it and a soot smells come into the lounge too.

What can I shuv up the chimney in order to block it up? Just a dust sheet or similar or what would you recommend?
