Blotchy area, not sure what it is...

An area of blotches has developed on a bedroom wall. The wall is an external wall. However, this does not appear to be rising damp as it starts a good couple of feet above floor/ground level and currently extends upwards a couple of feet from there. Externally the rendering appears to be sound in that area too.

The blotches are quite small each one no bigger than a halfpenny coin and generally much smaller but there are many. Some have the appearance of having 'run' down the wall. The wall was skimmed about 4 years ago and then painted with emulsion.

I would like to redecorate this room but I'm not sure what is causing those blotches or how to proceed?

It's caused by condensation, or to be precise, interstitial condensation. Improve your ventilation and it will probably disappear when this wet cold weather has passed.
 
okay thanks. Makes sense, condensation has been noticeable on window in there.
