Boarding out a loft

I want to board out my loft with chipboard.
I want to do the floor and the roof and the sides so it is like another room.
I have been told that doing this would leave a void and this would mean that i need planning permission.
Are there any particular regulations or safety aspects that i need to consider?

Will need building regs for safely reason, bigger joists etc

Best to go the proper route because the council tax inspector in the near future under this stupid Labour Government policies will make you take it down
