boarding out loft

Recently moved into new build and wish to board out loft.
However, I can't see the joists as the insulation has just been laid over the top. Is this to NHBC standard and how do I lay the boards if I can't see the joists?
 
Yes its correctly installed, you need to lift the top layer(s) of insulation and fit suitable sized joists perpendicular to the existing ones then fit the insulation back between your new joists an board on top of those.
 
Thanks freddy. A lot more to it than I thought. Would you have any idea of the minimum size joists I can gey away with and the best way of fixing them to the existing ones?
