So it’s not heating the water?

It's heating the water in the radiators not the water in the hot water cylinder.

when you bleed the HIGHEST radiator in the house, does water squirt out forcefully, and without dying away?

Is the cylinder higher or lower than this radiator?

Air locked cylinder coil . Have a look for a manual air bleed valve on the hot water coils pipework ,near the cylinder.
