Boiler exhaust looks wrong, but how wrong?

My daughters house has the boiler exhaust coming out from the side of her house under the boxed eaves. Also it looks like the previous owners have had a sheet of material positioned above the exhaust to act as a sort of baffle.

I'm thinking that needs to be replaced with an extension pipe that extends out and above the eaves. What do you think?
 
If the termination complies with manufacturers recommendations then not a problem.
 
The sheet material is to reduce the risk of hot exhaust gases damaging the plastic guttering.
 
Thank you for all your replies. Sounds like my concerns are unfounded. Would the moist air be causing the mortar lines under the eaves to darken compared to rest of the house?
