Boiler fires up but no hot water or heating

No, how do you check that?

I will check my header tank tonight. Can I assume if it is full the problem might be the pump?
 
I checked the smaller tank for water and it had some water in ti but it was not full to the edge. When moving the ball valve arm it did seem to get more water in it - but then later when I went outside I realised a lot of water had come out through the overflow pipe. I scrubbed a bit on the ball valve to make sure it was moving freely.

I switched on the boiler and it fired up as usual and then after 3 minutes it came off and never fired up again. Normally it would fire up again after 10 minutes or so. Any ideas as to what the problem might be? And any recommendations for a Corgi registered plumber in London who can help?

It does sound as if the pump has failed!
