Boiler flue pipe outside cover

Thanks to the delightful wind we've had the cover has blown off and away.

Does anyone recognize the type I should source for replacement?

The rubber ring still in place is a about 95mm i/d.

I'll replace both the rubber and cover but what purpose do they serve if the protruding flue pipe has been rendered around with mortar?

When you originally said it was a cover were you talking about a metal type cage or other type of cover?

The rubber weathering collar covers the white section of the flue and it also stops any water entering any small gaps there may be around the flue and weathering out the mortar seal
 
Its the split/cracked rubber seal in the photo and the plastic cover that fits over it. Next door's still intact.

I can get a new seal if that will prevent water ingress in any mortar gaps.
