IMO there is no confusion nor is it a grey area. You have to make sure that anyone using the fixed bath or shower cannot gain access to the boiler controls or any other associated switch gear. You also have to make sure that the boiler and associated switch gear is protected for zone 2 which is IP4X minimum.
It's up to you and your sparks how you achieve this but IMO unless you can take away the need for the user to gain access then you can't. I don't know if you can get boilers with remote user controls as that would be one option open to you.
