Boiler installed in 'dry' room?

I want to have a condensing boiler installed in an en-suite shower and toilet, on an insulated outside wall.
There is an extractor fan in the ceiling.
I would encase the boiler in a cupboard, with all the clearances specified.
Would this constitute a 'dry' room?
My understanding is it could be installed in an airing-cupboard in a bathroom, so what's the difference, if there is one?

If the unit is in a self contained cupboard with a closable door then its fine. The electrics will need to be elsewhere though

Do you mean that the switched fused spur should be outside the enclosure and the en-suite altogether?
Not a problem, but would obviously like to know.
