Water freezes surface down , float some polystyrene on top .

The mangers jackets are usually yellow fibreglass with a polythene cover. Not very durable and not treated for water repellence so will get wet outdoors.
Insulation slows heat loss, but does not prevent it.
You may need a heater with a frost stat, under your barrel.
