Would there be a problem with regards to building regs if I wanted to move my boiler next to the window wall. Marked on the picture with a red tick.

No but moving a boiler is the same cost as fitting a new boiler so get a better boiler the one you have is pretty poor
What a strange place to put it originally and then put the flue through that opposite wall given all the pipework is there
