Boiler PRV dripping (Ed.)

Hi can anyone help the 15mm copper tube overflow pipe o the outside of house is constantly dripping .checked the combi boiler and it's 2.5 bar pressure. Tried emptying some water out of system but still 2.5 bar

Is your filling loop open ?

It's a worcester greenstar 281junior .don't think it has a filling loop.it drips when boiler is on or off
 
Used to have a keyed filling valve.but after it stopped working. Had a keyless valve fitted about 2 years ago with a blue lever could this be .not turning off properly
 
The dial goes up to three bar when heating on and constant stream from outside pipe.and drops to 1.5 bar when turned off and just drips
 
Had to change a plate Hex in one of those recently with that fault.
I proved it by isolating cold inlet to boiler, pressure remained stable, shortly after turning cold back on again, pressure would increase, 1st time I've seen that on a WB.
