I worked on one the other day with hot water that fluctuates. It only fluctuates on the outlet on the middle floor. If the tap is throttled down 1/3 it works fine???

Usually due to a failing HW Thermistor but could be scale in plate HE, or the store is not at full temperature - the source boiler's thermostat should be set to Max
