BoilerMate II FE200

I have a BoilerMate II FE200 Hot Water storage tank fitted which recommends the optimum boiler size as 23.4KW

The bolier that i have has a max output of 17.6KW

What are the implications ? Should i increase the boiler size ?

Run a bath and the radiators go cold. Also water only warm from taps when bath run.
