Skim as soon as set, around 1 ½ - 2 hours after you mixed it. If you let it dry out overnight it will suck like hell & you will then need to dose with PVA.
Normally skim directly onto the boards as long as they are fitted the right way around
; but a dose of PVA won’t hurt it & will actually give you a little more time if inexperienced.
