I don't know where you live, normally the rule is six foot high fence, how high is next doors ?

They are legally allowed to fence up to their boarded rarely anybody does this.

Weeds are a problem brambles and elderberry roots We suffer from our next door, but they get the permanent weed killed taking care not to put tooooo much on little and often.

Best have a chat with them they might not relies the problem, always better to have to softly softly approach.

The wall looks like a boundary?
You don't have a right (technically?) to access and paint the orange fence if it involves their land. But you could easily access it with a roller/brush on a long handle or a sprayer?
I would worry more about the decking height?

Is he a retired Admiral ?
I'd worry if he attaches a mast to the central planking :)

He could've been more considerate and placed heavy-duty plastic over the ground to keep the weeds at bay but since he doesn't sound the sort, maybe you could check with Land Registry about who's border it is to maintain and regulations regarding the height of structures that do not require planning permission.
