I've been trying to level my garden a little, as part of this I have asked for the best way to raise the lawn:

My next problem is that the grass meets a border at the end, when I raise the grass the border is going to be a few inches lower than the grass.
What would be the best way to deal with this?
My thoughts are to either put edging round and have the borders lower than than the grass, overtime as decorative bark and waste from the bushes rots away etc hopefully this level would slwoy rise (we had been putting new bark on once a year)
Or the other option is to try and raise the level with soil. Does this cause any problem to the base of the bushes? Do I just trim any low branches off first then raise with soil?
The border isn't huge, approx 4 foot deep by 20 foot or so long. Until a few days ago it was overcrowded and full but I've now chopped out everything unwanted and it's down to only 4 bushes, some of these bushes don't start growing until quite high due to the fact that they were drowned out lower down.
My final option would be to pull everything out and maybe put them in temporary containers for now whilst I level and sort out the border, could be then done properly and I could look up the best way to do it to suppress weeds etc.
The main thing which drowns it out is a blackberry bush, which comes partly from our land ( I can remove these fully), partly from our neighbours land and partly from the field next door. It grows extremely quick and I'm sure it will grow back very quickly next year
