Bosch WTL6307GB dryer low heat problem

I have a problem with my dryer. When used on low heat (which is the setting I use most of the time), the dryer only seems to heat up a tiny amount, run for what seems like hours and finishes with a rapidly flashing end light and a repeating sequence of 8 beeps.
So far I've:
cleaned filter and heat exchanger
cleaned the 3 moisture sensor pads
checked overheat stat - shows continuity
checked heater thermistor - read around 18K at room temp, reducing when heated
checked front thermistor - read around 10K at room temp, reducing when heated
Checked heater element resistance - one shows 30 ohms, the other 92 ohms

I presume I'm missing something here.
Can anyone help me out?
