brake discs & calipers

I have a piaggio fly 100 4T scooter which has a binding front disc brake.
The brake is partially on,& does not allow the wheel to rotate freely.
i want to replace the pads, so i have pushed the pistons back into the caliper put the new pads in, replaced the caliper on the mount, operated the lever, now the wheel is as it was with the old pads, binding.
The visual fluid level shows the reservoir to be full, could it be too full?

Sounds like you have a seized caliper, don't worry about the level as long as there is some fluid in it. you could remove the caliper again and gently pull the lever whilst observing the pads. when you let go of the lever the pads should retract a little and make sure the lever is returning all the way.
